Franklin County Auditor
Project Overview
The auditor's office oversees the GIS database for Franklin County, OH. Franklin County encompasses a 543 square mile area with a population of over one million people. The area has over 400,000 parcels, over 1,000 miles of roads, 43 cities and townships, and 11 villages. The GIS data resides on an open VMS Digital VAX 4705 and is shared by over 75 MetaMAP and MetaVUE users on Windows and Windows NT, using the TCP/IP protocol.

MetaMAP Solutions
MetaMAP's distributed processing environment allows large numbers of users to share centralized databases without losing control and bogging down the network and the central system.

MetaMAP is used exclusively for maintenance of the GIS data.

MetaMAP is directly attached to the SMDA real estate database residing on a VMS platform. SMDA data can be accessed, displayed, or printed live as a map attribute within MetaMAP or MetaVUE. Extensive IBM mainframe data is automatically loaded into the MetaMAP database daily.

The auditor has used MetaMAP to publish data for use by public, government, and private entities. Anyone can obtain the entire Franklin County database for a cost under $50. The distribution compact discs (CD) are updated quarterly. Because of the efficient MetaMAP data format, the entire project fits on one CD. Hundreds of users in the county access the data with MetaMAP products.

Using MetaVUE running on PC's, the auditor has created a "mapless" maproom. The public uses MetaVUE workstations to query the data and print reports and plot maps.

Parcel polygons have been created and attached to databases for the entire county.

The auditor uses MetaMAP for various special projects. Some examples are:

Voter precinct maps were created using the attributes from parcel polygons. Creation of th larger precinct polygons was automated by MetaMAP.

Real Estate routing maps were created by MetaMAP which used extensive manipulation of displayed annotation, including the automatic intelligent placement of street name annotation.

Intelligent FEMA flood data was imported using MetaMAP, and now can overlay the Franklin County data. This FEMA data is included on the data CD's distributed by the auditor.
